Our program will feature Keith W. Mars, AICP, Director of the City of Austin Development Services Department, who will provide insight into current development activity, permitting processes, regulatory frameworks, and the City of Austin’s long-range planning efforts—particularly as they relate to manufacturing and industrial expansion across the region. Complementing that perspective, Kevin Fincher, President & CEO of the Austin Regional Manufacturers Association (ARMA), will discuss the state of manufacturing in Central Texas, including industry growth trends, workforce needs, supply chain considerations, and ARMA’s expanding role in supporting regional manufacturers.

The discussion will be moderated by fellow CCIM member Bob Springer, Founding Principal of Commercial Industrial Properties, who will bring a practical, market-driven commercial real estate lens to the conversation.

In addition to the featured program, the luncheon will include the installation of Jodie Huynh, CCIM, as CCIM Central Texas’ 2026 President, the introduction of the 2026 Board of Directors, and a concise Legal Minute briefing presented by Bernstein and Hall, PLLC. More About Our Presenters:

Bob Springer is a founding Principal and Broker of Record for Commercial Industrial Properties, specializing in industrial and office leasing and sales, as well as land development. A SIOR and CCIM designee, Bob brings deep market knowledge and a strong understanding of economic and regulatory factors to help clients identify opportunities, manage risk, and achieve successful outcomes. A past President of CTCAR, Bob has served on the Texas Realtors Commercial Committee and is an active member of SIOR Austin/Central Texas, CCIM Central Texas, National Association of Realtors, and Texas Realtors. Prior to brokerage, he spent 13 years as an Economic Developer, providing clients valuable expertise in relocations, site selection, and incentive negotiations.

Keith Mars is the Director of Austin Development Services Department, bringing nearly 20 years of experience in land development, land use regulation, and public-sector administration with the City of Austin. Appointed Director in December 2025, he leads a team of more than 600 professionals responsible for development permitting and code compliance in one of the nation’s fastest-growing cities. Previously serving as Assistant and Interim Director, Keith has played a key role in strengthening the department’s financial foundation through strategic right-sizing, cost containment, and implementation of a cost-of-service revenue model. He is advancing a collaborative, customer-focused approach to development review that emphasizes efficiency, equity, and operational excellence. An AICP designee, Keith holds a Master of Science in Forestry with a minor in Environmental Policy from the University of Tennessee and bachelor’s degrees in Political Science and Biology from Carson-Newman University, along with executive education from the Harvard Kennedy School.

Kevin Fincher is the President & CEO of the Austin Regional Manufacturers Association (ARMA) and a founding board member of the organization. In this role, he leads ARMA’s strategic focus on advocacy, workforce development, and networking, working closely with manufacturers to address skills gaps, promote advanced manufacturing, and navigate industry challenges such as supply chain issues, tariffs, reshoring, cybersecurity, and the use of AI in smart factories. Prior to ARMA, Kevin was a Partner at a global accounting and consulting firm, bringing more than 27 years of experience in business and tax consulting. His background includes corporate taxation, mergers and acquisitions, restructuring, and R&D tax credits, with a primary focus on the technology, life sciences, and manufacturing sectors.

After this date, walk-in registration, if available, will be offered at an increased fee and is not guaranteed, as it is entirely dependent on remaining capacity. This policy is necessary to meet food and venue guarantee requirements.
